2008 MCA Candidate Survey Results:

1. Minnesota’s nearly 1600 non-profit arts and cultural organizations provide access to the arts and support quality of life in every corner of the state. While providing over 22,000 jobs, arts organizations served nearly 4.5 million people in 2004.

2. Over the last several biennium the Minnesota State Arts Board and Regional Arts Council appropriations were cut by 34.5%. These are substantially larger cuts than the cuts to the overall state budget.

Question: Would you support an increase in arts funding to restore the cuts that were made, in recognition of the important role the arts and culture play in our economy and in our quality of life?

3. The Clean Water, Land and Legacy Amendment will be on the ballot this November, asking if citizens want to invest in clean water, open areas, arts and parks and trails. Over 80% of the initiative is for outdoors conservation, but 19.5% will also support arts, arts education, arts access and to preserve Minnesota’s history and cultural heritage.

4. Nonprofit Organizations provide social services, health services, education, and arts to the public. Under Minnesota law, nonprofit organizations have been free from paying sales or property taxes because their services benefit the public.

The arts are required both by No Child Left Behind and also by Minnesota’s school standards, but our schools are not required to report how they are meeting those standards.

Arts have been a key component of my life style. My wife and I try to take advantage of every arts opportunity we have in our community and attend numerous events outside of our hometown. The arts financial element is one of the main reasons I support the constitutional amendment.

Additional Notes from MCA: May 2000: Rep. Leider voted YES to override the Governor’s veto of $1 million in bonding money for the Lanesboro Center for the Arts, and $3 million in planning money for the Guthrie Theatre. The override was successful. A ‘Yes’ vote is a good vote for the arts.

Additional Notes from MCA: Sen. Leroy Stumpf was a 2006 member of the Senate Finance Committee, and was Chair of the Senate K-12 Education Budget Division, which decided the fate of the Perpich Center for Arts Education.

May 2004: As a member of the Senate Finance Committee, Sen. Stumpf voted for SF401, the Outdoor and Cultural Heritage Amendment, a PRO-ARTS VOTE. (The bill passed out of the Finance, Taxes and Rules Committees, but was never passed from the full Legislature. Had it passed it would have gone to the November ballot and asked voters to dedicate a portion of the sales tax to arts, culture and outdoors programs. It would have doubled state arts funding.)

May 2000: Sen. Stumpf voted YES to override the Governor’s veto of $1 million in bonding money for the Lanesboro Center for the Arts, and $3 million in planning money for the Guthrie Theatre. The override was successful. A ‘Yes’ vote is a good vote for the arts.
